Fronting Public Service Costs: Assessing Financial & Operational Strain Among Inland Empire Nonprofits
This UC Riverside Graduate Capstone study explores how reimbursement delays, administrative burdens, and government contracting practices impact the sustainability of nonprofit organizations serving Riverside and San Bernardino Counties. Based on original survey data from Inland Empire nonprofits, the report provides insights and policy recommendations to strengthen nonprofit capacity and improve public service delivery.
Study conducted by Brenda Tontz, Elliot Shim, Miriam Shaw, and Andrew Shannon of the University of California, Riverside (UCR), Graduate School of Public Policy (GSPP) under the supervision of GSPP faculty.

Belonging Under Enforcement: Mixed-Status Families and Federal Immigration Policy in the Inland Empire
This UC Riverside Graduate Capstone study examines how restrictive federal immigration enforcement impacts the well-being, social belonging, and institutional trust of mixed-status families living in the Inland Empire, highlighting the disproportionate stress and systemic challenges these households face.

Strengthening Infant and Toddler Child Care in the Inland Empire: Policy Lessons and Regional Opportunities (June 2026)
This guide will help IE Children’s Cabinet members better understand the child care challenges facing Inland Empire families and providers. It connects local interview findings with proven approaches from other communities, helping members identify practical opportunities to improve affordability, strengthen the child care workforce, support providers, and coordinate regional action.
